This note draws attention to the new International requirements effective from 1 January 2011 regarding the form and use of the Oil Record Book Parts I and II.

1. Introduction

1.1 The latest Annex I of MARPOL 73/78 amendment, IMO Resolution MEPC.187(59) was adopted on 17 July 2009 and will enter into force internationally on 1 January 2011.

1.2 The amendment of MARPOL Annex I has resulted in the introduction of new Regulations and their consequential renumbering. To ensure future documentation can be used in conjunction with the amended Annex I and for ease of cross referencing, it is necessary for a new edition of the Oil Record Book Parts I and II to be used onboard from the date of application of IMO Resolution MEPC.187(59).

2. Date of Application

2.1 The new form of the Oil Record Book Parts I and II must be used from 1 January 2011.

3. New Edition and Form of Oil Record Books

3.1 The form of the Oil Record Book Parts I and II that must be used should be compliant and in accordance with that detailed in MARPOL (consolidated edition 2006) Annex I, Appendix III: Form of the Oil Record Book.

3.2 Shipowners/Ship Managers/Masters must have the correct edition of Oil Record Book Parts I and II onboard and in use on January 2011. This version must be used from that date.

3.3 A new 3rd edition of the Oil Record Book Parts I and II has been published to meet the new requirements and is available from The Stationery Office (TSO).
